Our Story

Empowered To Learn, LLC was founded on the conviction that strategic learning and development is one of the most powerful levers an organization can pull to advance its mission. ETL was established to bring doctoral-level instructional design expertise, federal agency experience, and veteran-led discipline to government agencies seeking more than a vendor — they needed a strategic partner.

ETL was built to fill a gap in the federal L&D marketplace: a small, agile, highly experienced firm that delivers the rigor and quality federal agencies demand while moving with the speed and responsiveness of a boutique consultancy. Our Approach

ETL engages federal clients through a structured, consultative process that begins with understanding the mission — not the deliverable. Every engagement starts with a strategic assessment of the agency’s mission priorities, workforce capability gaps, and organizational learning environment — ensuring that every solution is anchored to outcomes that matter, not just training activities. From that strategic foundation, ETL designs, develops, and delivers solutions that integrate adult learning theory, modern technology, and agency-specific context.

ETL applies proven instructional design frameworks — ADDIE, SAM, and backwards design — and layers in AI-powered development tools, OPM competency frameworks, and performance consulting methodology to ensure every solution is both pedagogically sound and operationally practical. Program evaluation is built into every engagement, ensuring agencies receive data that supports continuous improvement and demonstrates return on investment.

What makes ETL’s approach distinctive is the combination of doctoral-level rigor and federal operational experience — understanding not just how to design great learning, but how federal agencies work, what contracting officers need, and what it takes to move a workforce from training to performance.

Leadership

ETL is led by Dr. Nathan Rogers, a workforce learning strategist with more than 20 years of experience in instructional design, AI-integrated learning, leadership development, and organizational performance consulting — including more than a decade serving federal agencies as a subject matter expert and senior consultant. Dr. Rogers holds a Ph.D. in Instructional Design for Online Learning and is a published author of Unstructured: The Power of Informal Learning, and serves as an Adjunct Professor of Education — bringing academic rigor, thought leadership, and deep federal expertise to every ETL engagement.

Dr. Rogers’ commitment to workforce learning is rooted in his service as a United States Air Force veteran, where he served as a Training Manager for Information Systems with the 1606th Security Police Group. In that role, he advised the Group Commander on training strategy, led a team of 25 in designing and delivering performance solutions for Law Enforcement and Security Police operations, and developed technology curriculum across 16 customer organizations. His performance earned him the Air Force Achievement Medal twice — recognition that reflects the same standard of excellence ETL brings to every federal engagement today.

ETL draws on a network of experienced practitioners, certified instructional designers, AI learning specialists, organizational development consultants, and subject matter experts with deep federal agency experience. This network allows ETL to scale expertise to match the scope and complexity of each engagement — bringing the right talent to every project without compromising on quality or mission alignment.
