Instructional Design & eLearning Development Support

Defense Threat Reduction Agency (DTRA) — Active Subcontract | January 2022 – Present

ETL is currently engaged as the prime subcontractor providing instructional design and learning development services to DTRA’s Human Resources Directorate. ETL deploys senior-level L&D expertise across nine directorates and staff offices to design and develop online and instructor-led training programs, incorporating AI-driven strategies aligned with DoD’s future learning direction.

Federal Bureau of Investigation (FBI) — via Prime Contractor | July 2021 – January 2024

ETL provided senior L&D consulting and technical training advisory services to the FBI’s National Strategic Partnership and Coordination Unit (NSPCU), supporting 56 field offices nationwide with curriculum development, needs assessment, and multi-format training delivery.

ETL delivered instructional design and project management services for federal cybersecurity training programs, developing multi-format learning solutions for technically complex subject matter across agency learner populations.

ETL served as the hands-on training management lead for the design and implementation of an IT and Cybersecurity training program for DOT’s Office of the Chief Information Officer (OCIO), creating Department-wide certification opportunities across the federal workforce.

ETL led the agency-wide training and change management strategy for PBGC’s enterprise adoption of Office 365 cloud services, designing a multi-modal learning ecosystem that drove successful adoption across multiple organizational groups.
